The Rental Counseling Certification is designed to cover the basics of rental counseling and gives counselors tools to help their clients become sustainable and knowledgeable renters. Counselors will learn about intake screening, financial literacy, tenant and landlord responsibilities, fair housing, and the eviction process. Additionally, the counselor will be able to determine a client's immediate need for rental crisis counseling. and long-term success for sustainable rental housing with the general knowledge of local, state, and federal rental assistance program qualifications and requirements.

Course Requirements

Applicants must attend the following UnidosUS Learning Alliance (ULA) courses:

  • ULA Methods in Effective Rental Counseling
  • ULA Fair Housing Webinar
  • One of the following courses:
    • ULA Fundamentals of Pre-Purchase Homebuyer Counseling
    • eLearning Pre-Purchase I or II
    • NeighborWorks HO 110

Exam Requirements:

Applicants must pass the following exams with a score of 80% or higher:

  • Methods in Effective Rental Counseling
  • Fundamentals of Pre-Purchase Homebuyer Counseling or eLearning Pre-Purchase I or II

Practical Experience Requirements

Applicants must have counseled at least 30 individuals within the last 12 months, or must have been employed by a HUD-certified housing counseling agency for the last six months.

Submission Requirements

In order to submit the Rental Housing Counseling Certification Application, applicants will need the following documents:

  • A letter signed by both the applicant and their manager or executive director certifying that the practical experience requirements have been met. An example letter can be found here.
  • The National Industry Code of Ethics and Conduct for Homeownership Professionals form, signed by the applicant
  • ULA Methods in Effective Rental Counseling certificate of course completion
  • ULA Fair Housing webinar certificate of completion
  • One of the following certificates of completion:
    • ULA Fundamentals of Pre-Purchase Homebuyer Counseling 
    • ULA eLearning Pre-Purchase I or II
    • NeighborWorks HO 110

Once the application is complete, click “submit” at the end of the screen. Your application will be reviewed, and notification regarding your certification status will be sent soon thereafter.
